What is the claim about?
Snapchat includes multiple features designed to keep users constantly engaged, many of which raise legal and regulatory concerns. Its disappearing messages encourage frequent app checks, while users are tracked from the moment they start using the app for hyper-personalized content until they opt out. Gamified elements, like the publicly visible Snapscore, reward increasing activity, and infinite scrolling in Spotlight and Discover page delivers a nonstop stream of content, with no progress indicators or playback controls. Even notifications are structured to draw users back in, repeatedly prompting those who have declined alerts. Altogether, these design choices create an experience that is highly engaging and potentially addictive.
Snapchat’s design makes it alarmingly easy for children to be exposed to grooming and the creation or distribution of child sexual abuse material (CSAM). The platform allows users send sexually explicit material in a disappearing format, giving the false impression of a private and safe space. Snap does not rigorously verify users’ ages or identities and allows direct connections with friends of friends, giving predators easy access to large groups of minors. Despite this, the platform downplays the risks of online grooming as “extremely low” in its own risk assessment and fails to implement adequate safeguards, leaving children highly vulnerable to serious physical, mental, and moral harm.
The sale and distribution of illegal substances on Snapchat has become a growing concern. In September 2025, Danish researchers accused Snap of allowing large numbers of drug dealers to operate on the platform. In the Netherlands, the Authority for Consumers and Markets (ACM) launched an investigation into Snapchat regarding the sale of illegal vapes to minors, while the European Commission has also begun inquiries into Snapchat’s protection of minors from illegal substances. Research by Stichting Rookpreventie Jeugd confirms that accounts selling illegal products, including drugs and vapes, are widespread on Snapchat.
These actions are in direct violation of the Digital Services Act (DSA), the General Data Protection Regulation (GDPR), the Artificial Intelligence Act, the Audiovisual Media Services Directive and Dutch Civil Code.
